Biz Beat: Camping a popular recession vacation
Tent camping has proven popular this summer with cash-strapped vacationers. When the economy gets tough, vacationing Americans apparently tighten the belts and head for the great outdoors. That's one take on new figures showing that campgrounds and RV park revenues this year largely kept pace with 2008.

On this family road trip, mom's a really big wheel
Sit on a Big Wheel with half of your belongings tied to the back of it, your bed sitting on your head and your kids standing on the sides clutching you around the neck. Then have somebody push you down the side of a mountain. For extra kicks, have them periodically fling a frying pan or cutting board at you and make noises that sound like gunfire. Now you know what it feels like to drive an RV for the first time. The good news is, at some point in a 1,803-mile trip, it does get better -- and actually fun.

PUBLIC AFFAIRS UPDATE:
Aubrey King and David Gorin, ARVC Public Affairs Team on the Hill
Healthcare Reform
With the approval yesterday of a sweeping healthcare overhaul by the Senate Finance Committee, the next step will be a merger in the next several days of this measure with a somewhat more liberal version approved by the Senate Health, Education, Labor and Pensions Committee. A floor vote on the merged legislation is expected next week. Following House action on a mammoth, much more liberal bill it has waiting in the wings, the stage will be set for an historic conference committee with leadership guidance to reconcile the Senate and House bills. From the standpoint of both large and small business, the outstanding issue remains how much of a mandate will be placed on employers to provide health insurance to their employees and at what cost.
Travel Promotion Act and Unfunded Mandates
Although the House of Representatives has now passed the same Travel Promotion Act earlier passed by the Senate, the bill must be passed a second time by the Senate because all legislation dealing with revenue (in this case, from the fee that will be paid by travelers from visa waiver countries) must pass the House first under the Constitution. It is not know yet when the bill will be scheduled for that second Senate vote, but it should be relatively soon.

Federal Highway Reauthorizaton
Things have become very messy and confusing . . .Last ditch efforts to forge agreement on a three-month extension of highway and transit authorizations fell apart in the Senate just hours before the September 30 midnight deadline, coinciding with the end of the federal fiscal year and the statutory expiration of the six-year surface transportation authorization under SAFETE-LU. Thus, the SAFETEA-LU-mandated rescission of $8.7 billion in highway spending authority went into effect on September 30, while lawmakers separately voted, in a stopgap appropriations measure, to keep all government programs (including transportation spending and authorizations) running largely at FY 2009 levels for 30 more days through the end of October.
